Programme Delivery Lead - Healthcare

Location: Dublin

Salary: €500 a day

1 year contract

Reporting to our client's HIDs (Health Idengifiers) Programme Manager, the role of the Programme Delivery Lead is to Project manage the delivery of the HIDs Programme across Business and Technical workstreams and to support on the overall project management and governance processes within the programme.


Primary Duties and Responsibilities

  • Project manage the delivery of the HIDs programme across Business and Technical workstreams in line with HIDs Progamme Implementation Plans and Delivery Schedules.
  • Provide support on planning for individual work-packages such as scoping of activities, timeframes, and required resources
  • Support the on-going management of project resources including the development of job specifications
  • Provide the overall management of the HIDs Programme and project plans
  • Identify and raise RAIDs (risks, assumptions, issues, and dependencies) to the HIDs Programme Manager
  • Participate in on-going programme team and governance meetings
  • Provide project governance and management advice
  • Develop required documents and materials for the programme as required
  • Support the provision of on-going required programme status updates
  • Participate in on-going governance meetings for Business and Technical Workstream delivery activities
  • Support the HIDs Programme Manager on additional HIDs project activities as they arise
  • Support the initiation and management of other projects under the wider HIDs Programme


  • 7+ years working in related areas, ideally in health
  • Experience of managing and delivering large complex projects and programmes, ideally in the health sector
  • Scoping and planning project work-packages of work for health and technology projects
  • Designing and implementing governance structures
  • Stakeholder engagement and management in both a clinical and non-clinical setting 
  • Business operating model and organisational design
  • IT project transformation experience



  • Demonstrate a working knowledge of eHealth and relevant technology systems
  • Demonstrate an understanding of the role of health identifiers in eHealth
  • Demonstrate an understanding of the overall health reform programme in Ireland



  • Programme and project management with good understanding of software product development methodologies and lifecycle
  • Communication Skills  – good verbal, written and presentation skills to both technical and non-technical audiences
  • Stakeholder engagement and management
  • Resource planning and management
  • Ability to build relationships with senior stakeholders
  • Build and lead teams to ensure successful project outcomes - capable of building a good working rapport with all stakeholders and delivery partners – while being a team player
  • Organise and plan own and others work
  • Identify and resolve risks and issues
  • Effective problem-solving and decision-making ability
  • Strong Analysis skills on both the technology and on the ‘product’ requirements.
  • Product Management/’Product Owner’ skills – to collect requirements from various stakeholders and potentially identify unstated opportunities, prioritise requirements, and derive a feature delivery roadmap
  • Understanding of all aspects of Product/Project Management from concept inception to handover to engineering, including definition & design, development, implementation, acceptance testing, and also team management, budget management and IPR management


  • The Project Delivery Lead should be Prince 2 or PMI certified (or equivalent)
